A C64 mainboard is a team of chips that constantly talk to each other. When something breaks, the chip that looks faulty is often just the messenger — the real cause can sit somewhere completely different on the board.
Take the CIA as an example: it is wired to dozens of other components — the CPU, PLA, address decoders, the user & control ports, keyboard, joystick lines and countless passive parts. Any one of those can make a perfectly healthy CIA misbehave. Swap the chip blindly and the fault stays. That is exactly what the video on the right explains.
